The FCC adopted new rules on April 27, 2012 to protect consumers from “cramming,” the illegal and fraudulent placement of unauthorized charges on telephone bills.

West Texas Rural Telephone Cooperative Inc. already provides third- party call blocking at no charge to all subscribers.
